Create a task

POST
/targets/:tid/tasks

Adds one task to this target — the goal a simulated user pursues in a conversation (what to try to get done), as opposed to a persona (who is trying). Returns the new task and, when supporting work was scheduled, a job to poll. importance weights the task from 1 (lowest) to 5 (highest).
