Cancel a running evaluation
POST/targets/:tid/evaluations/:eid/cancel
Cooperative, best-effort cancel: the evaluation flips to canceled and no further conversations are simulated. Executions that already finished are kept and stay readable. Cancelling an evaluation that has already reached a terminal state (succeeded/failed/canceled) is a 409 conflict.
