`q` matches (case-insensitive substring) against a persona's `name`, `description`, or `nationality`. `sort` accepts `name`, `age`, `nationality`, `updated_at`, and `created_at` (default, newest first).

Adds one persona to this target. A persona is the simulated user an evaluation converses as, so it should describe who they are and how they behave, not what they should be tested for (that is a task). Creating a persona costs nothing on its own; it is only spent against when an evaluation runs.
